BREAKING: President Tinubu Signs 4 Tax Bills Into Law

President Bola Ahmed Tinubu has granted Presidential Assent to four Tax Bills, officially making them Law.
The signing event took place during a ceremony at the Presidential Villa in Abuja on Thursday, June 26, 2025.
The tax bills encompass: the Nigeria Tax Bill; the Nigerian Tax Administration Bill; the National Revenue Service (Establishment) Bill; and the Joint Revenue Board (Establishment) Bill.
Among these, the Nigeria Tax Bill (Ease of Doing Business) is designed to unify Nigeria’s fragmented tax laws into a cohesive statute.
By minimizing the number of taxes and removing redundancies, this bill aims to improve the ease of doing business, lessen the compliance burdens on taxpayers, and foster a more stable fiscal environment.
The second piece of legislation, the Nigeria Tax Administration Bill, seeks to create a consistent legal and operational framework for tax administration that spans federal, state, and local governments.
The third bill, the Nigeria Revenue Service (Establishment) Bill, repeals the existing Federal Inland Revenue Service Act and establishes a more autonomous and performance-oriented national revenue agency known as the Nigeria Revenue Service (NRS). This bill outlines the NRS’s broadened responsibilities, which include the collection of non-tax revenues, and sets forth mechanisms for transparency, accountability, and efficiency.

Lastly, the fourth bill is the Joint Revenue Board (Establishment) Bill, which establishes a formal governance framework to promote collaboration among revenue authorities at all government levels. It introduces vital oversight mechanisms, such as the creation of a Tax Appeal Tribunal and an Office of the Tax Ombudsman.
